*Introducing the Overseas Mobility (Facilitation & Welfare) Bill, 2025*

The Ministry of External Affairs proposes to introduce a new bill to replace the existing Emigration Act of 1983. This bill aims to enhance the welfare and protection of Indian emigrants while promoting opportunities abroad.

2. The salient features of the proposed Overseas Mobility (Facilitation and Welfare) Bill, 2025 are as follows:

(i) It proposes to establish an Overseas Mobility and Welfare Council that aims to provide greater convergence between Ministries with respect to policy management.

(ii) The Bill seeks to strike a balance between promoting opportunities abroad and establishing a regulatory framework for protection and welfare of vulnerable categories.

(iii) The Bill creates a mechanism to oversee administration and implementation of international agreements on migration and mobility.

(iv) It creates robust data driven policy management based on labor studies and coordinated actions with different ministries and departments.

- Promote mobility of Indians emigrating abroad
- Address issues concerning welfare and protection of emigrants
- Enhance flexibility in addressing emigrant concerns
